CIVIL SERVICES COMMISSION

DEPARTMENT OF HUMAN RESOURCES ADMINISTRATION AND PLANNING

Responsibilities

  1. Providing Administration and Operational Services of the Commission;
  2.  Addressing Human Resources issues such as Training, Performance contract, Service Delivery Contracts, Salaries and other Personnel entitlements;
  3.  Coordinating the preparation, implementation, monitoring and evaluation of the Commission’s work plan;
  4. Provide guidance and expertise during planning, implementation indicators (Key Performance Indicators) as well as information on the implementation of the Commission’s functions;
  5. Prepare  and administer a system for the collection of information and generation the Commission’s implementation reports;
  6. To collect information, analyze, and identify the various issues to be included in the Commission’s statistics;
  7. Develop a monitoring system for such information and provide expert advice in its implementation;
  8. Managing and assessing the implementation of various projects, programs and development programs;
  9. Prepare quarterly, half and annual implementation reports and submits them to the Commission Secretary. 
  10. Undertake other related duties as assigned by the Commission’s Secretary from time to time. 

  DEPARTMENT OF HUMAN RESOURCE MANAGEMENT

  1. Coordinating, advising and recommending to the Commission extension of service for Employees who reach the compulsory retirement age;
  2. Receiving, listening, and analyzing all employee complaints and appeals submitted to the Commission;
  3. Prepare and recommend to the Commission the confirmation of service for the employees after completing the probation period.
  4.  Prepare and recommend the dismissal or reinstatement of employees suspected to commit disciplinary offences;  
  5. Coordinating the implementation of the Promotion Guidelines in accordance with the Scheme of Service.
  6.  Reviewing and recommending to the Public Service Commission the Scheme of Services of the Ministries for approval.
  7.  Consider and recommend to the Commission leave without pay for civil servants
  8. Recommend to the Commission termination of service upon employees attaining the age of voluntary retirement, compulsory retirement and under Medical Board Recommendation;   
  9. To prepare and issue circulars pertaining commission’s activities;
  10.  Coordinating and recommending changing of cadre for employees.
  11. To perform other activities/functions consistent with Department or as assigned by the Commission’s Secretary;
  12.  Prepare quarterly, half and annual implementation reports and submit them to the Commission Secretary.   

DEPARTMENT OF RECRUITMENT AND QUALITY CONTROL

Responsibilities:

  1. Receiving recruitment permits from the Head Office of The Public Service and advertising to the public;
  2. To conduct and supervising the recruitment of new employees in Central Government;
  3. To receive employment applications for short listing them;
  4. Administer, monitor and evaluate the Central Government recruitment process;
  5. Preparation and management of written and Oral interview to shortlisted applicants who have reached the appropriate criteria.
  6. Prepare and issue employment permits to the Ministries as approved by the Commission;
  7. Approving the Employment of Special Contracts after obtaining the permit from the Secretary of the Revolutionary Council and the Chief Secretary.
  8. Prepare quarterly, half and yearly implementation’s reports and submit them to the Commission Secretary.   
  9. To perform other activities/functions consistent with Department or as assigned by the Commission’s Secretary;
